I'm sure this has probably been discussed here before, and I don't know which thread to attach it to, but I've got this one open and it's vaguely appropriate, so here goes:
I've been watching The Avengers lately. This is the British TV show, John Steed & Emma Peel, not the American comics, Captain American and The Wasp.
In Mrs Peel's first appearance, there's a character named 'Tom Smallwood'.
Given that the show is a stated influence on Byrne's work (A Touch Of Brimstone is basically the origin of the X-Men's Hellfire Club), I don't think it's a coincidence that he has the same name as Marrina's father.
I don't know if he's ever said what the inspiration for the name is but from a Canadian perspective, it's most likely that gave the name to Marrina because Smallwood is a famous political name in Newfoundland. Premier Joey Smallwood was responsible for bringing Newfoundland into Canada in 1949.
That makes a lot of sense, too!
I wouldn't be surprised if it was one, or the other, or a combination.
